TRAINING ACTIVITIES (2023-24)

Training Course on Monitoring, Supervision & Evaluation of National Health Programmes Including NHM from 25th-29thSeptember, 2023

Union Cabinet approved the launch of National Urban Health Mission (NUHM) on the 1st May, 2013 as a Sub-mission of an over-arching National Health Mission (NHM), with National Rural Health Mission (NRHM) being the other Sub-mission of National Health Mission. Outcomes for NHM in the 12th Plan are synonymous with those of the 12thPlan. Specific goals for the States are based on existing levels, capacity and context. State specific innovations would be encouraged. Process and outcome indicators are being incorporated to reflect equity, quality, efficiency and responsiveness. Targets for communicable and non-communicable disease at the state level will be based on local epidemiological patterns and taking into account the financing available for each of these conditions. For comprehensive monitoring and evaluation of the programme in States, improvement in knowledge and skills of personnel involved in monitoring and evaluation through training, greater interaction between programme officers, statistical personnel and wider dissemination of information up to grass root level workers is necessary. This will also minimize some of the problems related to programme management. Thus, in order to improve the skills in monitoring of NHM, the National Institute of Health and Family Welfare (NIHFW) has planned this year to take forward the prestigious ongoing training course on ‘Monitoring and Evaluation of National Health Programmes including NHM for State /District Level Officers, with the objective to enhance the competence of State/district level officials in monitoring and evaluation of National Health Programmes including NHM.

Orientation Training on Health Policy, Planning and Financing in Context of National Health Programmes including NHM during 9th -13th October, 2023

Introduction

Health policy refers what leads to decisions, plans, and actions that are undertaken to achieve specific health care goals within a Country/State. An explicit health policy can achieve several things. It defines a vision for the future which in turn helps to establish targets and points of reference for the short and medium term. Government of India formulated for the first time the National Health Policy in 1983. Earlier, planning was made on the basis of recommendations of the various Committee Reports; from Bhore Committee (1946) to the ICMR and ICSSR Report on ‘Health for All– An Alternative Strategy’ (1980). When it comes to policy, it is important to note that health policy should not be static but change according to the needs of the time as engendered by the ever changing environment, medical invention, emergence of new diseases, etc. In view of this, the Government revised its health policy in 2002. Based on overall policy framework, NRHM was conceptualized and existing vertical programmes, were horizontally integrated at state, district and block levels for rationalization of use of infrastructure and human resources across these vertical disease programmes.

Recently, Ayushman Bharat Yojana or Pradhan Mantri Jan Arogya Yojana (PMJAY) or National Health Protection Scheme is a centrally sponsored scheme launched in 2018, under the Ayushman Bharat Mission of MoHFW in India. It is an umbrella of two major health initiatives namely, Health and Wellness centres and National Health Protection Scheme (NHPS). NIHFW is organizing an orientation training to improve the skills of officials working at State health departments, health institutions, etc., who are involved in policy and planning to have better understanding of national/state/ regional priorities and workout effective strategies for implementation of PIP with objective to enhance the knowledge and competency of the participants for the identification of critical issues in health policy, planning and financing in context of National Health Programmes including NHM.
